Study: Milwaukee County has highest poverty rate
A report from University of Wisconsin-Madison researchers says Milwaukee County has the highest poverty rate in the state.

MADISON, Wis. (AP) -- A report from University of Wisconsin-Madison researchers says Milwaukee County has the highest poverty rate in the state.
The second Wisconsin Poverty Report also found that poverty worsened in 2008 as the economy crashed, with more than 11 percent of the state's population living in need.
Ozaukee and Washington Counties had the lowest rate of poverty.
Researchers developed their own Wisconsin-specific measure to determine poverty rates based on resources and need that they say is more useful than the federal poverty rate.
In every demographic group such as children and the elderly, the poverty rate was higher under the Wisconsin measure than official measures.
Nearly one in five Milwaukee County residents lived in poverty according to the study.
