The annual moratorium on electric and gas shutoffs became effective Monday, November 1st. The Wisconsin law prohibits utilities from shutting off service to residential customers from now until April 15, 2005, without special permission by the state public service commission.
However, if you are already disconnected for power and gas before the moratorium began, the utility doesn't have to hook you up until a payment plan has been made.
Alliant Energy of Madison has asked the state to approve a request to cut off service to some customers who do not pay their bills in the winter. The public service commission is considering their request. Alliant Energy says it would disconnect service only as a last resort.
Most of western Wisconsin is serviced by Excel Energy, which has its Wisconsin headquarters in Eau Claire.
