Senators Herb Kohl and Norm Coleman have introduced legislation to renew the Milk Income Loss Contract program.

The program pays dairy farmers to help them cope with dips in market prices. It has cost taxpayers about two billion dollars since it started in 2002.

Kohl, a Wisconsin Democrat, and Coleman, a Minnesota Republican, argue the program provides an important safety net for farmers. But taxpayer groups oppose the program, calling it a waste of money.

The program expires on September 30th.
