A fight over a sewer line is brewing in Altoona. The city says a former group of city leaders put a sewer line a few years ago without the land owner's permission, now she's not accepting a settlement offer.
Thursday, the council passed a resolution to start the process of buying Josephine Schmidt's land. The 3.16 acres run along the Eau Claire River at River Prairie.
City Administrator Mike Golat said the city offered the owner $100,000 but Schmidt declined the offer and filed a claim against the city for $350,000 and is demanding the city remove the sewer line. The city says it wanted to settle but is forced to start the buyout process.
