Winona State University is facing a proposed fine over asbestos removal.

The state Occupational Safety and Health Division says the university repaired or replaced insulation in dorms and other areas of campus without taking the necessary precautions to protect workers from asbestos.

Now the school is being fined nearly $25,000 for workplace safety violations.

Winona State is contesting the allegations.

Assistant Vice President Cristeen Custer says the school is cooperating with OSHA.
