Gov. Jim Doyle says he's shocked New York Gov. Eliot Spitzer is tangled up in a federal prostitution probe.

Allegations surfaced Monday that Spitzer had spent thousands of dollars on a call girl. New York Republicans are talking about impeaching him if he doesn't resign.

Doyle and Spitzer are both Democrats. Doyle says he knew Spitzer well when they were both attorneys general.

At a press conference Tuesday to drum up support for the Great Lakes Compact, Doyle joked that the deal is on Spitzer's desk waiting for him but he wasn't sure Spitzer would ever sign it.

He says everyone who knows Spitzer is shocked.
