Governor Jim Doyle spoke to the joint legislature for a little over an hour. Mostly talking about what he wants the legislature to do make living more affordable to Wisconsin families.

Governor Jim Doyle spoke to the joint legislature for a little over an hour.
Mostly talking about what he wants the legislature to do make living more affordable to Wisconsin families.
After recapping the previous year, as the first part of his 'Affordability Agenda Governor Doyle focused on making healthcare available for everyone through joining current programs.
"This new effort, BadgerCare Plus, will merge 500,000 individuals currently enrolled in BadgerCare, FamilyCare and Healthy Start into one, streamlined and comprehensive program," Gov. Doyle said.
Doyle also proposed a new financial aid plan for college known as the Wisconsin Covenant. Eighth graders throughout the state sign a pledge to be maintain a 'B' average and be good citizens.
"If they pledge to stay in school, take challenging courses, stay out of trouble, apply for state and federal financial aid and maintain at least a b average in school, we'll do our part and guarantee their family a package of financial aid that lets them through the doors of one of our UW campuses," Gov. Doyle added.
Doyle also touched on other topics such as manufacturing jobs, growing stem cell research in Wisconsin and growing the Emergency Assistance package to help pay for the high cost of heating.
But these are all just proposals and ideas, leaving the question will they get done.
"I feel Governor Doyle made a big U-turn tonight towards bigger government. He has all these programs that could result in higher taxes and I don't think that's something you'll see the Republican legislature embrace," Assembly Speaker John Gard said.
One of the highlights of the night was near the close of the address when five wisconsin national guard soldiers appeared via satellite from kuwait to a standing ovation from the crowd.
