Governor Doyle appeared at a travel company's anniversary celebration to present a commendation soon after the firm received a state contract that later led to criminal charges against a state employee.
Doyle has been under fire over the last several months as prosecutors review the contract won by Adelman Travel Group last April. Company executives gave 20-thousand dollars to Doyle shortly before and after the deal took effect.
A federal grand jury last month indicted a state employee involved in selecting the firm, alleging she manipulated the process to help the company.
According to The Post-Crescent newspaper of Appleton, Doyle attended Adelman's 20th anniversary celebration July 20th in Milwaukee.
Doyle spokesman Dan Leistikow says the governor gave Adelman Travel the same treatment any major state employer would receive.
Mike McCabe of Wisconsin Democracy Campaign says the contract and donation put the commendation in a different light.
