In just days both the eastbound and westbound lanes on Clairemont will be open after months of construction, and engineers say the project is running right on schedule.

But have you ever wondered who makes sure multi-million dollar projects like this are finished on budget, and on time?

You may have heard of some contractors getting incentives if they finish on time.

Other times, you may have wished there had been an incentive so the construction can just end already!

Chris Ouellette, the communications manager for the Wisconsin Department of Transportation, says construction contracts can vary, and she said if a project isn't going as planned the department will meet with the contractor and decide what to do.

Ouellette says, “It might mean working longer hours, starting earlier, working later at night, whatever it might be.”

The Clairemont construction project didn't come with an incentive, but if it's not completed on time, the contractor will be penalized $1500 per day.

Don Andre, a project manager for the Clairemont construction says, “so for the most part there were no incentives, the provision also states the contractor has to use extraordinary forces to get this done.”

And by extraordinary forces Andre means, “extra equipment than we’d normally have, extra hours, extra manpower, it could mean anything you work weekends, nights, whatever it takes.”

And he says all that extra manpower could severely impact morale on a construction site, because of fewer hours with the family, and more on the job.

Andre says, “so it really is a tough thing for a contractor to control the morale and buy pizzas for the lunch one day, or buy or them pop or Gatorade, small stuff like that I think go along way with the guys.”

Andre also says depending on the importance of the construction project, it may or may not have an incentive attached to the contract.

And the Department of Transportation tells us the entire Clairemont project is set to be completed on November 7, just 58 days away.

When it's all finished the Clairemont project will have cost taxpayers about $12.4 million dollars.
