GREEN BAY, Wis. (AP) -- A published report says officials in Oconto, Shawano and Kewaunee counties continued placing sick and indigent people in assisted-living homes even though the facilities had a history of operational concerns.

State inspection reports say some staffers at the four facilities harmed residents mentally or physically.

A Press-Gazette Media report (http://gbpg.net/1e4anx4 ) says Shawano and Oconto counties have renewed contracts to keep placing residents there through 2014. Kewaunee County spokesman Greg Thousand says his county has become reluctant to work with the facilities in the future.

Shawano County Corporation Counsel Tony Kordus says the county removed two people from one facility after learning about abuse there. He says the county should be applauded for reporting the issue.

Oconto County spokesman Craig Johnson says he couldn't comment.
