Wisconsin's top elections official says the state should consider switching from absentee voting to the early voting practiced in some other states.

More than 500,000 voters cast absentee ballots in last week's presidential election in Wisconsin -- or about 18 percent of all voters.

Government Accountability Board director Kevin Kennedy says absentee voting put a big strain on municipal clerks and there may be advantages to switching to early voting instead.

Kennedy says early voting requires less paperwork than voting absentee, which involves applying for a ballot. He says clerks also could count the early votes before Election Day, unlike absentee ballots. Counting them on Election Day has delayed some results.

Kennedy says his agency will get input from voters and clerks before recommending changes to lawmakers.
