Nothing like kicking the ol' boy when he's down. NICELY done, City of Appleton.
How could he know of the leaks if he was not living there? Didn't the water company wonder amount the amount of water that was going through the meters compared to the man's previous average bills? Give me a break someone should have noticed something before now.
