A report says a pilot who died when his plane went down last year, was responsible for the crash.
26-year old Ross Franke was flying the Piper Cherokee when it crashed last December near Warrens. Investigators say he made a stop in Eau Claire to drop off a passenger.
The final NTSB report says the crash was caused by Franke’s decision to fly into known bad weather, and his failure to maintain control of the airplane due to spatial disorientation.
Franke's family says he was hoping to become a commercial pilot.
