I agree with the Da in not filing charges, but I do not agree with saying she used poor judgment. Ability to perform a task and responsiblity depends on so much more than just age. I started driving farm tractor with my dad walking beside the tractor. At age 11 I was doing all the field work. At my fathers guidance I started driving semi over the road at age 13 and had over 100,000 miles before I had a car drivers license. I was taught skills and given responsibility with expected performance results from early on; something today's society says a young person shouldn't start learning till 16 for driving and 21 for drinking. The problem is we try and keep the kids safe by not teaching them/keeping knowledge and learning opportunities from them until we think they are old enough to take full responsibility on day one. By this time we have missed the opportunities to lay the foundational skills and habits for the future. Byourcurrentsystemweraisebook smart, butlifeignorantyoung adults.
