Environmental groups are praising President Bush's 2008 spending plan for providing money to defend the Great Lakes from the Asian Carp. But they say it falls far short when it comes to other major problems.

The "Healing Our Waters Great Lakes Coalition" says the proposed funding amounts to treading water.

The coalition supports a 20 billion dollar restoration blueprint announced in 2005 to tackle problems like toxic contamination, sewage overflows, habitat loss and invasive species.
