Necedah Community Wondering What They Missed

People in Necedah are wondering now what they missed or could have done to help a 17-year-old girl.

Lee Ann and Troy Miller, both 37, were each charged this month with 15 felony counts related to their care of the girl, identified in court records only as N.L.D. Troy Miller is the girl's stepfather.

Prosecutors allege the parents struck the girl in the mouth with a hammer so hard her teeth were broken or chipped and repeatedly shocked her with electric dog collars placed around her neck. The complaint says they also allegedly burned the girl's feet with a clothes iron while she slept in a filthy basement. Necedah School Superintendent Polly Roll says everyone is second guessing. She says lots of things broke down for this to have happened.

A social services agency is asking the state to review how the agency handled an investigation into possible abuse of the girl three years ago and determined it was unfounded. Roll says the school district is reviewing its procedures because the girl, now 17, was truant from school for three years.
