Utility Shut-Offs
Thousands of Wisconsin residents face the possibility of having their power shut off when the moratorium ends Thursday.
State regulators don't know exactly how many people would lose their power.
State rules prevent power companies from disconnectng the electricity and heat from November 1st through April 15th.
