The city of Chippewa Falls approved a balanced 2010 budget without cutting any jobs.
City Council members approved several measures on Tuesday night to save nearly $700,000.
Mayor Greg Hoffman says a three-tier system of health insurance for city employees along with 2009 rates for next year will save nearly $365,000.
Eight workers taking early retirement will save $40,000 next year.
"After we get past the 2010 impact, in 2011 and 2012 we're going to capture at least $50,000 per person that we can apply to future budgets," Hoffman said.
He says the public pool near Irvine Park will stay open, though other organizations may soon have to support it.
"As we get into 2010, we will probably explore other options," Hoffman said. "(Are) there other organizations that would be interested in managing that?
"I think what's going to have to happen is that we will see higher user fees which would be going back to...whether it's higher season passes for the pool cost, or higher cost to recreation systems, or something to that effect."
The budget could be modified during a public hearing on November 30.
