Grandparents of abused child lobbying to pass "Emma's Law"
The Spooner man who survived the I-35 W bridge collapse, and was later convicted of hurting his fiancé’s toddler, is serving a seven and a half year prison sentence. Now the little girl's grandparents are lobbying lawmakers for tougher penalties.

The Spooner man who survived the I-35 W bridge collapse, and was later convicted of hurting his fiancé’s toddler, is serving a seven and a half year prison sentence.

Now the little girl's grandparents are lobbying lawmakers for tougher penalties.

The Washburn County Sheriff and District Attorney say they and Emmaline Manning's grandparents spoke to the state assembly yesterday, trying to get "Emma's Law" passed. The prosecutor said when working with Michael Stoner's case, he realized there are tougher penalties for causing reckless harm to an adult than to a child.

If lawmakers pass it, Assembly Bill 515 will increase the penalty from a maximum of ten years to 15 years in prison.

Investigators say Emma had massive head injury.
