The grandmother of two young cousins killed in a fire on La Crosse counties French Island has been charged in the case. 43 year old Ter Moua was charged Thursday in La Crosse County Court with two counts of neglect of a child. On April 22, three year old Donovan Xiong and two year old Kylie Xiong were left alone in the grandparents home. Fire officials believe the fire started when the children played with the furnace pilot light. Ter Moua has been released on a $5,000 signature bond. If convicted, she faces a maximum fifteen years in prison and a $10,000 fine.
