Out of a possible 1600 points, Wisconsin's class of 2004 scored an average of 1,183. The national average was a significantly lower 1,026.

Eau Claire school officials say high state standards on curriculums help set the bar for student success.

"Our standards are quite high for our students so our expectations are that they will do well on these standardized tests and historically, we have done very well," says Tony Beardsley, the director of pupil services.

Only seven percent of this year's Wisconsin graduates took the S.A.T., making it one of the lowest participation rates in the nation.

Beardsley attributes the decline to colleges in the Midwest preferring or requesting ACT scores.
