Altoona man to serve 22 years in prison for woman's death

EAU CLAIRE, Wis. (WEAU) - The man accused of killing a woman at the home they shared in Altoona will serve 22 years in prison.
On Thursday morning, Ying Xiong, 42, of Altoona pleaded guilty to Second Degree Reckless Homicide and Mutilation of a Corpse. Xiong was sentenced to 15 years in prison and 10 years extended supervision on the first count. He was also sentenced to seven years and six months in prison and five years of extended supervision on the second count.
Prosecutors say Xiong strangled Panhia Vue, 35, and burned her body in June at their home on 10th Street West in Altoona.
As Panhia's Vue family addressed the man who took the life of their loved one

"I have never heard of such a horrible act in the world in all my life," Xor Vang Panhia’s mom said.

Panhia and Ying Xiong were husband and wife in the Hmong culture, although not legally married. Panhia‘s brother Xong Vue had this to say to his former brother-in-law.

"It's not right for us to know each other and for to do this to us to my family. I don't know if you know how angry i am toward you,” said Vue.

Ying Xiong pleaded guilty to killing Panhia in their home on 10th Street West in Altoona June.
Court records say Panhia was strangled and her body badly burned.

Xiong apologized to Panhia's family for what he did and asked for their forgiveness.

"I loved her, but I committed this act and now let me pay for it till the day I follow her," said Xiong.

As he handed down the maximum sentence Eau Claire county judge Paul Lenz said this.

"The line between injury, serious injury and death as the result of domestic violence is very thin and can result, and in this case did, in the tragic death of a human being,” said Lenz

Panhia's vue is survived by 7 kids.
