Debit card proposed for child care subsidy

MADISON, Wis. (AP) -- Gov. Scott Walker's administration is proposing that low-income parents enrolled in state-subsidized child care use a debit card to pay for it.

Currently, the state pays providers directly for caring for the children of participants in the Wisconsin Shares child care program. Walker's administration says putting the child care payments in the hands of parents promotes responsibility and could fight fraud.

Children and Families Secretary Eloise Anderson says that under the current system child care providers could tell the state that they were caring for a child three days a week, when in fact the child wasn't there at all. Anderson says the parent has no idea of what the provider is charging.

The Journal Sentinel reports Walker's administration also wants to expand stipends for job training in the Wisconsin Works program.
