State to use third party to review bids

MADISON, Wis. (AP) -- The state will use an independent third party to observe the evaluation process of bids for a new statewide school information system after tax breaks were offered to one company contingent upon them winning the contract.

That offer to Skyward, Inc., was rescinded after the Department of Administration found out it had been made by the Wisconsin Economic Development Corporation.

The state also halted the bidding process for the $15 million state project. Bids were originally due on Tuesday.

DOA spokeswoman Jocelyn Webster said Friday the new due date for bids is July 10.

She says the third party has not yet been selected, but that step was being taken out of an abundance of caution to make sure the bid is awarded in the most transparent, impartial way possible.
