NEW INFORMATION: Suspects identified in shooting, crash in Eau Claire


EAU CLAIRE, Wis. An officer, at the right place at the right time, heard gunfire and ended up arresting two suspects in a home invasion.

Justin Barnard, 28, of Chippewa Falls and 23-year-old Matthew Weiland of Eau Claire were arrested following the shooting.

A judge set bond for each of the men at $10,000 cash.

“(The officer patrolling outside Mayo Clinic Health System) heard what he thought were multiple gun shots, coming from a location near 1800 Kendall State. That officer also observed a vehicle leaving that area at a high rate of speed,” Eau Claire community relations officer Kyle Roder said.

“As the officer was traveling on Cameron Street, trying to catch up to the vehicle, that's when our dispatch center had also received a call.

“I'm glad it all came together like it did,” Debbie Ojibway, who made the 911 call, said. “The fact that nobody actually got hurt was awesome, but who knows where it could have gone? People have to be involved.”

Police say the officer found two suspects crashed into a snowbank, who then fled on foot.

“He went after one of the individuals. That one was Justin Barnard. Taken into custody, Weiland tracked down while hiding in a porch.”

Police say Weiland and Barnard had gone into a home on Kendall Street and demanded money. They left without taking anything and officers say at least one of them fired the gunshots.

The two appeared in court Monday.

Neighbors on Kendall Street said it's still a safe place to live.

“It's great to hear that they already have them apprehended and they're going to be facing what they deserve,” Justin Douglas said.

(EAU CLAIRE POLICE DEPARTMENT NEWS RELEASE) --
On Saturday, February 8, 2014, while patrolling the area, an Eau Claire Police Officer heard what he believed to be multiple gunshots coming from the area of the 1800 block of Kendall Street in the City of Eau Claire. The officer then observed a vehicle leave that area at a high rate of speed and turn westbound onto Cameron Street. The officer attempted to catch up to the vehicle and observed that it had turned northbound on Nicholas Drive. Simultaneously, the Eau Claire Communications Center broadcast a report of gunshots from the 1800 block of Kendall Street. Upon turning onto Nicholas Drive to pursue the suspect vehicle, the officer observed the suspect vehicle had crashed into a snowbank as it attempted to negotiate the curve at W. Platt Street.

Two male occupants exited the vehicle and attempted to flee on foot. The officer pursued one male, later identified as Justin M. Barnard, and took him into custody a short distance away. Assisting Eau Claire Police Officers tracked the second male, later identified as Matthew J. Weiland, to a porch at a residence on Fourteenth Street. He was also taken into custody. Officers also located a loaded handgun near the crashed suspect vehicle.

Investigation of the original incident by the Eau Claire Police Department Patrol and Detective Divisions indicated that just before 8:00 p.m. on Saturday, February 8, 2014, Weiland and Barnard entered a residence on Kendall Street without permission and demanded money from one of the residents. Following a short confrontation inside, Weiland and Barnard exited the residence and fired multiple gunshots. No one was injured during the incident. Furthermore, the investigation shows that this was an isolated, targeted incident.

Both Matthew Weiland and Justin Barnard are expected to appear in Eau Claire County Circuit Court today at 3:30 p.m. on numerous charges related to this incident.

One of the men was arrested after the crash. The other was arrested later.

Officers recovered a gun during the course of the investigation. Criminal charges had not been filed in the case as of early Monday afternoon. More information is expected later on Monday.
