MADISON, Wis. (AP) -- The state Justice Department plans to offer Milwaukee-area police more training in how to handle incidents of domestic violence in the wake of a shooting rampage at a Brookfield spa.

Radcliffe Haughton killed his wife and two other women at the Azana Day Spa on Oct. 21 before killing himself.

Court records show Haughton had terrorized his wife for years. In January 2011 police saw him point what appeared to be a gun at his wife. A 90-minute standoff ensued but officers eventually withdrew and the case against Haughton fell apart after an officer failed to appear in court.

Attorney General J.B. Van Hollen says Brown Deer Police Chief Steven Rinzel has asked DOJ to provide specialized training for police around the Milwaukee area on domestic violence issues.
