VERONA, Wis. (AP) -- The Verona Area School District Superintendent is apologizing to parents for communication issues relating to the lockdown prompted by a law enforcement manhunt.

Not all parents were alerted to the lockdown Thursday because the email and text alert system contacts only those who sign up for it. So, though as many as 5,000 students were locked down, only about 2,300 parents had signed up.

Superintendent Dean Gorrell says the district made five website posts about the lockdown between 12:45 and 3:29 p.m., and posted one e-notification at 3:28 p.m.

Gorrell says a notification system should be online for next school year and will be mandatory.

An Illinois fugitive was arrested Thursday evening on a Madison highway after a daylong manhunt in south-central Wisconsin.
