Wisconsin elections board tackles lobbying problem

MADISON, Wis. (AP) -- The Wisconsin state elections board is set to discuss how to handle a problem with a recently passed state law affecting when lobbyists can pass along campaign donations from special interests to candidates for office.

The Government Accountability Board was scheduled to discuss the issue Wednesday.

The Legislature in March passed, and Gov. Scott Walker signed, a change in the law that gave lobbyists more time to make personal donations. But GAB staff say an apparent drafting error could result in lobbyists being prohibited from passing along donations from others at any time, instead of during the allowable time period.

The Association of Wisconsin Lobbyists sent the board a letter Wednesday cautioning that its interpretation of the law could be an unconstitutional infringement on First Amendment rights of lobbyists.

The Government Accountability Board was scheduled to discuss Wednesday how to interpret a new law that board staff says has a drafting error in it that would prohibit lobbyists from passing along any donations.

The Legislature in March passed, and Gov. Scott Walker signed, a change in the law designed to allow lobbyists to begin passing along donations starting April 15, rather than June 1.

But GAB director Kevin Kennedy says an apparent drafting error in the law makes it so lobbyists can't pass along any donations at any time.
