Volunteers say the High Ground in Neillsville is a place of healing for veterans and their families.
But, despite the multiple memorials, they say there's still something missing, a tribute to those who served in the Persian Gulf.
David Garth says, "I think it's important that we not only honor the veteran service and sacrifice, but the families that go along with them."
Celeste Kaufman says "It will help with more of the healing process as it goes. It's a day-to-day process."
Members of the design committee say a new memorial here at the High Ground will reflect Desert Storm, Desert Shield, Operation Iraqi Freedom, Operation Enduring Freedom and the Global War on Terrorism.
After ideas get sent to various artists, they say a group of judges will pick their favorite design and submit it to the High Ground for approval.
Persian Gulf Tribute Chairman, David Barth, says the groups needs your help to fund the project, as memorials of this size can be expensive.
David Barth says, "Based on some of the other tributes that have been put in place here, anywhere from $300,000-$400,000."
Kirk Rodman says, "There's a period of time after people are involved in a war that they don't do anything. They just want to go and find a place of safety and healing."
The committee members released balloons at the project kickoff today, one for every Wisconsin soldier who has died in Iraq and Afghanistan.
The Persian Gulf tribute is set to be complete by 2011.
