Detectives say Gang of Serial Killers Responsible for 40 River Deaths Save Email Print

Two retired detectives say a serial killer is at work in Minnesota and Wisconsin. The detectives say they have proof local river drownings are tied to 40 other murders across the country.

Kevin Gannon and Anthony Duarte say 19 men were killed in Wisconsin and Minnesota alone. Family members say they're thankful to finally be getting answers, but, they want the killers caught.

Two retired New York detectives say this is the mark of a gang of killers.

"It's not just a smiley face. He’s evil, happy and he drew horns which are synonymous with the devil. He’s telling you he knows murder is evil," Gannon says.

Gannon and Duarte have been investigating river drownings for more than a decade. They say while not every scene had the evil smiley face, all the deaths are the work of serial killers. That includes seven deaths in La Crosse and three in Eau Claire.

It’s an "organized killer which hunts his victims and takes real pride in what he does," Gannon says.

The detectives say the men are all young, athletic and smart.

Lucas Homan was 21-years old when he died after drowning in the Mississippi River in La Crosse.

22-year-old Josh Snell from Hastings, Minnesota, disappeared in Eau Claire in June of 2005. His brother says he was in town for a wedding and later went to the bars. Snell was found four days later, pulled from the Chippewa River. Jon Snell says he doesn't believe his brother wandered into the water.

In a phone call with a friend "he said he was scared, that he was hiding in a brushy area, that he was running from someone, that he didn’t know who it was or how he was going to get away. (He said) he didn’t do anything, but he was terrified and he was scared for his life,” Jon Snell says.

He says he's glad someone else looked into his brother's death.

“I can't thank Kevin and Tony enough,” Jon Snell says. “They’ve been amazing."

But, he says he knows his search for answers isn't over. He wants an outcome.

And that’s exactly what Gannon and Duarte hope to give Snell and dozens of other devastated families.

"Arrests would be ideal conclusion to this investigation, yes,” Duarte says.

La Crosse Police Chief Ed Kondracki issued a statement Monday saying in part:

"I would like to take this opportunity to once again remind and assure our community that the eight river drownings which occurred between 1997 and 2006 have been thoroughly investigated... The La Crosse area river drownings are tragic and unfortunate accidents."

In the statement, Chief Kondracki also says there is no evidence at this time to connect La Crosse area drownings with any other deaths around the country.

We could not reach the Eau Claire Police Department for comment Monday evening.

I know 20 year old boy from LaCrosse who this last winter (2008) was found on the side of a road soaking wet and smelling of chemicals. He was suffering from hypothermia and doesn't remember a thing after leaving a party. Sounds eerily similiar. This also is a smart, athletic young man. Why can't he remember anything, and how did he get all wet????

Yes, Lila, that sounds awful to say "a trucker" and I in no way mean to slight a group of people by using a specific word its just that once I saw a trucker chatting up a guy in a bar and telling him did he want to make big money part time and he could come outside and see his rig and he would let him try driving it. This seemed very odd to me and stuck in my mind that you could easily pick up a young person this way. And once you are outside . . .

In regards to Marys comment in Milwaukee.... Right away it's probally a trucker! Give me a break girl there are alot of people comeing and going on our highways... I hope they catch who it is and great work..

I was traveling on a country road near the river bottoms outside of Arcadia and noticed a smiley face on the road. I thought this was odd. This was before I had ever saw these news reports regarding the serial killer theory. Anyway turns out that in 4 different areas around Arcadia that these smiley faces appeared during the night last spring and were done after dark. The smiley face I saw didn't have horns but it did look kinda evil. What gang would use the smiley face symbol? I haven't seen those tattoos.

I also agree with Shawna, and have been saying that someone has been luring these boys to the river all along, seems like it's always a boy who stays behind after his group of friends have left, know one sees nothing unusual, and then next thing there in the river, serial killers are not dumb they know how to get away with these acts, if its all just about drunk kids why haven't they been falling in for all the years that the bars have been there, talking about the Lacrosse cases, might just be a woman, getting them out there?

in all fairness i was a young woman and let me tell ya lol i had my fair share of gettin drunk and stupid really stupid this is wisconsin come on give us girls some credit would you...we can funnel beer and burn tires just like the guys sheesh...this isnt LA girls are capable of being bad drunks too!

All along it seemed like a serial killer. Probably a truck driver. Somebody's truck log matches the locations of the killings. If they keep a truck log.

No body wants their friend or family to die because they were drunk. So lets add a serial murderer to the mix to remove the responsibility from the drunken individual. As to the question for why just young men? Young women get drunk and fall asleep, young men get drunk and get stupid. I know, been there done that, probably would have my name on the list if I wasn't so lucky. There is no evidence of any kind linking any of these cases besides alchohol.

I too am happy this is getting some attention. Had this been a mixture of women and men of all ages then yeah lets just chalk it up to drunken stupor..Or perhaps if all deaths occured say in january where the possibilty of falling thru ice or dying of hypothermia and such sure might believe it but this is rediculious....To one of the posters below who stated " Its time to wake up and realize these areas have drinking problems not serial killers!!!" Oh yes we sure do have drinking problems lol but on that note we have serial killers too...just to name a few from the past....Dahmer? Ed Gein? David Spanbauer? Just because they have not been officially named does not mean they dont exist..they are EVERYWHERE! I just wish some resolution and peace for these families The very worst has already happened if investigation shows these were nothing more than couincidental accidents it is worth the $ and time to bring peace to the families and friends of these victims!

They were drunk, what a perfect cover up for a serial killer. Some of you from the area may have forgotten some other unsolved murders in the area that have happened, so don't discount the possiblity their may be a serial killer at large right in our backyard whether it has to do with the river drownings or not. I personally have always thought that these were not simply explained away by some drunk kids going down by the river and "falling in". Of course that could be a likely scenario, but all of them in such close proximity of time and area is doubtfull. Also to a previous poster who stated it is drunks and the increased police patrol has kept them in line, think about it. Just because there are more police it is not gonna stop someone from walking by the river, but it would deter a serial killer from hanging out much. I hope this gets much more insight from officials and some following up on some of the leads these retired dectives may have.

To whomever is writing about the fact that these young men were just drunk maybe you should open your eyes and think that there are bars that are by the river not only in la crosse or eau claire. I personally knew one of the young men who had drowned and from my perspective would never see that happening. I live near the Mississippi where there are bars all over by it, but have yet to see any drownings. So before you go blaming the fact that these BOYS not girls were drunk and did it themselves maybe you should look at some of the facts, only boys? Is this to say that girls don't get drunk at bars? I think not, I am a college student in La Crosse and I see first hand that girls can get just as drunk as the guys can.

Thank you to the detectives working on this case. I do believe that this is the work of a serial killer. I have been to Water Street many times with friends but it seems like no matter how drunk you are, you are not just going to walk into the water. I think Eau Claire is a hush, hush city and does not want information like this to come out. Notice they couldn't be reached for comment. I'm glad the detectives are taking their time to further investigate. Good luck finding the gang.

I've never been able to let go of the nagging feeling that John Prestwood should be on the list with the others.

I think the serial killer idea is just a cop out for people to admit these kids were drunk!!!! Notice how it hasn't happened since the binge drinking specials have been banned along with the extra cops patroling the area. Denial is a big thing and these people would rather believe some killer drives cross country to kill only men than believe the truth they were drunk!!! I have been to Water Street on many occasions and don't find it hard to believe at all considering the shape I have seen many people in. Its time to wake up and realize these areas have drinking problems not serial killers!!!

There is a small problem with the theory. How do the serial killers manage to pick out high achieving students? There is a simpler but very bizarre answer. The deaths are caused by the mental break that happens with Subliminal Distraction exposure. There have been deaths witnessed where the victim moved away from help telling police that they didn't understand what was happening. One was walking beside a tidal basin, made a comment to two friends an stepped into the water. They didn't understand what he had said. SD was discovered when it caused mental breaks for office workers. The cubicle was designed to deal with the vision startle reflex to stop that problem by 1968. It has not occurred to anyone that students and others can create the same conditions when they use a computer where there is detectable movement in peripheral vision.

Sadly this is not surprising to me. I always thought there was more to these deaths than some drunk college kids wandering into the river. I hope the people involved are caught quickly and thank you to the detectives working on this.

Here's another similarity...THEY WERE ALL DRUNK! I personally think the only serial killer in all these cases is alcohol. However, if there is a serial killer, then avoid a similar fate by not getting completely wasted and walking alone by the river...even if there isn't someone murdering young, drunk men, that's a pretty good exercise of common sense.

Stay focused on the fact that there remains a glaring lack of evidence which points to a seril killer(s)? College aged males have drowned with high levels of alcohol in their blood after dinkinkg in taverns near rivers. There has been no evidence found in the cases which points to any struggle or injury to the departed (save the mn case) Don't be sidetracked by the fact that two former NYPD detectives have been investigating the cases. Has anyone contemplated what their motives may be? What they stand to gain? What does local, state,and federal law enforcement have to gain by investigating the deaths, drawing conclusions from the aforementioned investigations and evidence, then presenting false, misleading information to the families of these young men and the general public? Can you imagine a conspiracy of that magnitude and not one person close to the investigations "blowing the whistle"? In past cases of serial kilers there has always been definitive evidence of a crime. Not so here.

I'm glad someone is finally making this a bigger issue. I was a student in LaCrosse from 1996 to 2000. None of us bought the idea that these kids were just drunk and somehow ended up in the river. I just wish Eau Claire & La Crosse police would accept the fact that they may have been wrong, and at least consider the evidence. If it really is just overly intoxicated kids having accidents, why isn't it happening in every college town in America with a body of water? I wish these detectives the best in figuring this thing out.

I researched this last night on the internet and found several people chatting about this. A lot of the chat centered around a psychic book that predicted a group of 2 serial killers in competition with eachother. The book is Current Events, Conservative Outcomes and the guy has a myspace page. His username is GA Freiman. He writes about the future of America and how we can make the country better. I must admit, I was impressed. The guy predicts things like this and how we can deal with it.

To the two investigators: I say "Thank you and keep up the good work". I'm glad to see someone is finally seeing a connection. My daughter did a report for her criminal justice class on this in 2006 after they found Lucas Homan in the river just down from where I was working at Centurytel in LaCrosse. As she researched for her paper we were astounded at the number of river deaths and that with all the connections(age, sex, physical attributes, etc), that no one was looking at this as a serial killer. As the parent of a boy who will be college age in a few years this is very disturbing especially when you look at the dates and how long these murders have been going on. Maybe now the person or persons responsible will be caught and those who have lost loved ones will finally have some closure and see justice served. Again,to the investigators, thanks for your perserverance.
