Pollution Control Agency Investigates Own Workers

The Minnesota Pollution Control Agency is investigating itself for alleged violations of its own rules at the Winona County Landfill site.

The agency is looking into whether its Closed Landfill Program began excavating the former county dump atop a bluff south of Winona without taking required precautions to keep rain from washing away exposed soil.

In a letter to the federal Environmental Protection Agency last week, M-P-C-A Commissioner Sheryl Corrigan asked the federal Environmental Protection Agency to review the state agency's report to see if the agency's response was adequate.

She says she expects a complete report by the end of November, detailing what happened, the response and any future enforcement plans.

The M-P-C-A is excavating the 35-acre Winona County landfill site, which was closed 1998, to enclose older parts in plastic liners designed to keep leachate from seeping into groundwater.
