The contract is at the center of a federal criminal case against a Wisconsin Department of Administration official.
Georgia Thompson is accused of steering a travel contract to Adelman to gain the favor of her bosses. Adelman executives contributed heavily to Governor Doyle's campaign.
Doyle says he won't return the donations because the indictment didn't allege any wrongdoing by the donors.
The governor said today he's asking former Thompson administration secretary Mark Bugher to review the Department of Administration's contracting process to make sure political considerations aren't part of the decisions.
Doyle reiterated his belief that appropriate procedures were followed. But he says the indictment brings into question whether Thompson inflated Adelman's score so the firm would get the contract.
