Jail Plans on Hold Save Email Print

The Eau Claire County jail expansion project is officially on hold.
By a unanimous vote Tuesday evening, the county board decided to pull its rezoning request before the city.

That request, if approved by the city council, would have paved the way for the project to proceed. But opponents of the project managed to convince several city council members not to support the zoning request.

Now the county will create a committee to re-evaluate potential sites for a new jail, including the current site downtown. The deadline for that committee is January 14, but it can ask for a later deadline if it needs more time.

The committee to study locations for a new jail will be made up of seven county board members, two city council members, and six people who live in the county.

Board Chair Gregg Moore said in the meeting that anyone living in the county can contact him about serving on that committee.

Sheriff Ron Cramer says organizers have searched and sorted through plans for a new jail and they thought they we're ready for the next step, construction.

"If you took the positives and negatives and weighed them out, right across the street is the most positive,” Cramer says.

"We're taking a step back, looking at different options, working with the public, working with the community,” says Project Coordinator Frank Draxler.

"I'm not your adversary. What I'm here is trying to look to the future. And I'm not going to be sheriff forever, but I want to make the right decision for the future,” says Cramer.

But delaying that future is costing millions. Draxler says it's costing the county about $250,000 each month the project is pushed back.

That's on top of the $3.9 million already spent planning and designing the project. But Draxler says the money won't go to waste if plans change.

"If it's an addition to the courthouse, maybe we can use just some of it. If it's a new building someplace, maybe we can use most of it,” he says.

Either way, Cramer says something has to be done.

"We may never get consensus on this project, but we've got to move forward,” he says.

If the project is postponed, Draxler says he hopes to have a new plan to present in January.

Hold On Location: A "few" people do not want this project? You better look in your rear view mirror "Real World". It would be cheaper putting excess prisoners in other counties than building and staffing this facility. Hard to trust the Sheriff when he can't even give us a straight answer on the number of new employees the jail will need.

This project has been something the public has not wanted from the begining. There are other sites available in the area land that the county has already attained on the Southside I believe is one option. The size of what they are proposing down town is redicoulous. You are in the middle of a historical distric, with Schools, Churches and businesses. What part of that makes sense to have a larger facility for the jail? While we need to do something I agree with that but not in that location and I think that the Sherrif is wrong public oppinion was against this moving forward or you would not have had the petitions submitted that you did.

So there are a few people who do not want this project to move forward. Each day the county is blocked, it creates a cost for tax payers. Perhaps we should pay these home owners to move their homes up or down the river to a more beautiful place. Build the jail facility. We are going to need it. The worse times become the more we are going to need the jail. The jail has been over crowded many times over the last fifteen years and sooner or later we are going to have to pay by letting real criminals back out on the street. Put emotions aside, think about what is best for the community. Keep the community safe. Put your trust in what the Sheriff is doing to help the Community. If he didn't care he would never have started the project. Let's get moving before we have to start paying to keep our prisoners in other counties, or letting them run riot in our neighborhoods due to lack of space.

I have lost my faith in our County elected officials because of the proposed jail construction project. 1) The County would not let the project go to a referendum vote to see what the taxpayers wanted. Why? 2) The County gave us different numbers of new employees to staff the new jail. Why? 3) The County never told us what existing services would be cut to pay for the new jail employees. Why? 4) The County went ahead and spent millions of dollars on the project before ever requesting a rezoning on the property. Why? 5) The County sent out a one sided PR letter just before the rezoning hearing. Why? 6) Tell us the costs of Phase 2 and Phase 3 of this project? 7) Eau Claire County has a high rate of incarceration. Why? I want our County officials to give us a voice and not hide facts. My concern is not so much the location of the project but the COSTS. The project cost of Phase 1 is $59.1 million and salaries/benefits more than $1 million/year.

Just a thought. While working around the area, I have noticed that alot of other counties have built new Justice Centers out side of town. Has anyone looked at that option?
