The State Assembly passed legislation Tuesday that would establish statewide standards for setting up and expanding livestock operations.

Some farmers have argued the measure opens the way for more megafarms and strips local officials of decision-making power.

But, the state's largest Farm Organization, the Wisconsin Farm Bureau Federation, has endorsed the changes. The bill would create a uniform set of statewide standards to incorporate existing pollution and conservation rules.

The bill also would create a seven-member appeals board that would be able to overturn local decisions.
