Early construction efforts of a controversial powerline from Duluth to near Wausau was halted Wednesday in far northern Wisconsin because of a confrontation with a property owner.

The landower, who was unidentified, denied access to construction crews to enter his land. A group opposed to the powerline, known as SOUL, which stands for Save Our Unique Lands, served legal notice this week on Minnesota Power and American Transmission Company. But ATC spokesman Mark Williamson said the legal action will not stop construction of the line. Meanwhile, Minnesota Power wants to meet with landowners opposing the line this week.

The Wisconsin Public Service Commission gave the utility and ATC the green light to construct the high-voltage line late last year.
