UW Board of Regents Told to Stop Holding Pre-Meeting Calls

The state attorney general has warned the University of Wisconsin System Board of Regents to stop holding pre-meeting teleconferences without giving notice.

A letter sent to board president Toby Marcovich says calls by the board's executive committee may have violated the state open meetings law.

That's because the committee acts on behalf of all regents when the full board is not in session. But Marcovich says the teleconferences ended shortly after he became board president in June.

The government watchdog group Common Cause of Wisconsin filed a complaint in November. It alleged small groups of regents regularly held informal telephone conferences before full board meetings from 2001 through 2003 without proper public notice.

Attorney General Peg Lautenschlager says she declined to prosecute because the board was acting under faulty legal advice.
