Thursday, hundreds of concerned residents met with area police and other officials to have their questions answered.
Many speculated that a serial killer was responsible for the 23 deaths of college-aged men over the last 30 years, seven since 1997.
The latest drowning death was 21-year-old Jared Dion, whose body was found in the Mississippi River last week.
Police say they aren't looking for suspects, believing the problem is not a person, but alcohol abuse.
"I personally see these young men as victims of an alcohol culture that targets them, encourages binge drinking and in my opinion, is being sadly successful," says La Crosse Police Chief Ed Kondracki.
Police suggested putting fences up in Riverside Park as well as have the areas monitored by cameras.
