Sparta police arrested a 17-year-old as he tried to enter a fenced in area of Xcel Energy early Tuesday morning.

Officer found the Sparta man lying on the ground near a recently cut hole in the fence. Police found bolt cutter, other tools and a spool of copper wire hidden nearby. Police later arrested a 45-year-old Sparta man who is expected to be charged Wednesday in Monroe County circuit court for his involvement in the theft.
