A national study of policies affecting teachers gives Wisconsin mostly failing marks.

Of 27 goals identified by the National Council on Teacher Quality, Wisconsin only met two fully and it completely missed 14.

General areas examined included the processes involved in certifying and licensing teachers, how they're evaluated and paid, and preparation of special education teachers.

Deputy State Superintendent Tony Evers attributes the state's low marks to a difference in philosophy over teacher education.
