Post employment benefits options discussed for ECASD workers

EAU CLAIRE, Wis. (WEAU) -- Teachers and other school workers of the Eau Claire Area School District gathered Monday evening for their first open meeting on post-employment benefit options.

This comes after Act 10 was passed, a state law that strips most public workers of their collective bargaining rights.

Leaders say a benefits committee called OPEB Study Committee has worked with a consultant to come up with several options for consideration.

Committee leaders say typically post-employment benefits or early retirement benefits were negotiated into employee contracts many years ago when the cost of dental and health insurance was low compared to today's rates. In theory and practice, the committee says this would encourage senior staff to retire early and reduce costs by replacing a person with higher compensation with a person at entry level.

With the cost of benefits rising over time, the cost-saving differential is no longer guaranteed, the committee says.

They say they hope the options will help reduce the costs for early retirement, ultimately providing workers who can retire soon and those who just started working options that won't leave them empty handed.

The school board says it will meet again to discuss the 73 page options booklet the consultant and committee came up with. They'll also consider other ideas like raising the age limit for retirement.
