NEW INFORMATION: Man pleads not guilty to drug charges

(WEAU) – A man arrested for having heroin has pleaded not guilty.

Zan Morgan, 36, of Eau Claire pleaded not guilty to charges of possession of heroin, cocaine and designer drugs with intention to sell.

Morgan and Jumal Jemison, 28, of Madison were arrested earlier this month outside Kwik Trip on drug charges. An officer says the men had 10 grams of heroin along with cocaine and ecstasy in the car at the time of their arrest.

EAU CLAIRE, Wisc. (WEAU) - Two men caught by police after a short chase are now facing drug charges.

Zan Morgan, 36, of Eau Claire and 28-year-old Jumal Jemison of Madison remain in the Eau Claire County jail on $40,000 cash bond each.

Police say collaboration is bringing a wanted man to justice, and keeping communities safe.

“By sharing that information, we were able to take these individuals off the street safely and take drugs and a gun off the street as well,” Eau Claire Community Relations Officer Kyle Roder said.

He said it started with a call from Madison police. They told officers with the West Central Drug Task Force in Eau Claire that Jemison might be in the Fairfax Street and Hoover Avenue area in Altoona.

“(Officers) surveilled that vehicle. Ultimately, they followed him to the Kwik Trip parking lot on Brackett Avenue, where he was taken into custody along with another individual, Zan Morgan.

Police said the suspects had gone inside Jimmy Johns.

When they left, they found police in plain clothes waiting for them.

“Upon search of the vehicle and their persons, officers located a good quantity of heroin, cocaine, ecstasy pills, as well as marijuana, large amounts of cash, and a loaded firearm,” Roder said.

This wasn't the first time either man had been arrested.

“Jemison was wanted on numerous out of county warrants both in Dane county and Milwaukee County. He was also wanted in an open case in Madison for sexual assault where he used a firearm as well, as stalking charges and other things like that.”

Morgan was on federal parole.

Roder said this case is a good example of officers acting quickly, and helping each other.

“It's a good feeling for our officers to know that we're out there doing a good job. Really what that shows our community is that their officers are being very proactive and reactive as well to changes that happen in our community,” he said.

The men each face 25 years in prison and a $100,000 fine. Their next court date is set for July 16.

EAU CLAIRE, Wis. (RELEASE FROM ECPD)--On Tuesday, July 2, 2013, the Eau Claire Police Department and investigators from the West Central Drug Task Force were notified by the Wisconsin Department of Justice – Division of Criminal Investigation and the City of Madison Police Department that Jumal W. Jemison was possibly in the Eau Claire area.

Jemison was wanted for numerous open charges including sexual assault with a weapon and stalking. Jemison had numerous warrants for his arrest from multiple Wisconsin counties and he had been evading arrest for over a year. It was also noted that Jemison was possibly armed with a firearm.

Shortly after receiving this information, West Central Drug Task Force Investigators observed Jumal Jemison in a vehicle with another male near Fairfax Street in the City of Eau Claire. West Central Drug Task Force investigators surveilled the vehicle for some time before observing it stop in the Kwik Trip parking lot located at 2135 Brackett Avenue where officers arrested Jumal Jemison without further incident. The second male, Zan Morgan, was also arrested in the area at that time.

Morgan was on federal supervised release at the time of the arrest. Eau Claire Police Department Patrol Officers and Wisconsin Division of Criminal Investigation Special Agents assisted in making these arrests.

During a search of these individuals and the vehicle, investigators located a significant quantity of heroin, cocaine, ecstasy, marijuana, and large amounts of separated cash, as well as a semi-automatic pistol with a loaded magazine.

Jemison and Morgan were booked into the Eau Claire County Jail and appeared in Eau Claire County Circuit Court for their initial appearance the morning of Wednesday, July 3, 2013.

The cooperative efforts of the members of the West Central Drug Task Force, the Eau Claire Police Department, Wisconsin Division of Criminal Investigation, and the City of Madison Police Department led to the arrests of these dangerous individuals and took illegal drugs and an illegal firearm out of our community.
