A judge ordered a Mosinee man to face charges in Arkansas in the death of a flower shop owner.

Forty-five-year-old James Clemons has been in a Wisconsin jail since February.

Both Wisconsin and Arkansas' governors approved Clemons' extradition back to Arkansas.

Officers in Arkansas say they have DNA evidence that links Clemons to the shop owner's death 16 years ago.

Clemons is the second person extradited from Marathon County to Arkansas in the past 17 months.
