POSITION SUMMARY:
Under the direction of the DHHS Director, the Business Services Manager is responsible for the financial, budget and clerical management of the Department of Health and Human Services. Completes department reporting and reconciliation. Provides direct supervision over Business Services staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Supervises, directs and approves all financial and clerical activities of the Department of Health and Human Services (DHHS), which includes, but is not limited to; accounts payable, accounts receivable, billing to Medicaid, private insurance and clients, collections, petty cash, data management, rate setting, cost allocations, reception, clerical, data analysis, and compliance
• Analyzes, prepares and completes in a timely manner all fiscal-related County, State and Federal financial reports for DHHS including but not limited to: Western Region for Economic Assistance Cost Report, Aging and Disability Resource Center Cost Report, In-Home Safety Services Cost Report, Greater Wisconsin Agency on Aging Resources Fiscal Report, Wisconsin Home Energy Assistance Program Invoice, CORe/CARS reports, WIMCR Cost Reports, Human Services Revenue Report, 942 Report, and other State, Federal and grant reports as needed in a timely manner
• Prepares detailed financial reports to DHHS Committee monthly and to others on an on-going basis as requested
• Completes monthly reconciliation with County Clerk’s office and ongoing reconciliation with governmental agencies
• Reviews and approves settlement agreement requests for accounts at collections
• Overseas agency contracts, Memorandum of Agreements, Memorandum of Understandings, Cooperative Agreements, and Business Associate Agreements
• Assures compliance with County, State and Federal fiscal and audit requirements
• Participates on quality assurance team to ensure compliance with DHHS program requirements as governed by State and Federal guidelines by evaluating, analyzing and recommending changes to policies and procedures as appropriate
• Assists independent and State auditors with department audits
• Partners with DHHS management to prepare the annual DHHS budget, and present the budget for approval by DHHS Committee, Executive and Finance Committee and the Jackson County Board of Supervisors
• Collaborates with DHHS Director and Managers to analyze multiple funding sources to maximize use of Federal, State and County revenue by monitoring budgeted expenditures and revenue collections, provide budget transfer information, establish and maintain adequate fiscal internal control systems, and conduct ongoing analysis of various cost factors to identify potential savings
• Works with DHHS Director and Managers regarding complex fiscal issues for the ongoing development and improvement of the Department’s outcomes and mission
• Maintains and monitors budget records and expenditures
• Directs staff in attaining unit goals and objectives
• Reviews and makes recommendations concerning policies, rules and proposed legislation and updates financial operating policies and procedures accordingly
• Keeps DHHS Director and department staff advised of legislation, legal opinions, court decisions and precedents as appropriate as they relate to financial issues
• Assures department staff are trained to perform job responsibilities
• Attends monthly Financial Manager meetings, Consortium meetings, work group meetings and other meetings as required
• Facilitates Regional Financial Manager and Consortium meetings as requested
• Provides overall direction, coordination, and evaluation of employees within the Business Services Division. Responsibilities include interviewing, hiring, and training employees; developing work schedules; authorizing leave, vacation, and overtime; planning, assigning, and directing work; appraising performance; disciplining employees; and addressing complaints and resolving problems
• Performs other duties as assigned by the DHHS Director

Requirements:
Bachelor's Degree in accounting, business management or finance; five years' experience in budgeting and / or accounting; experience in a supervisory/management position preferred. Must possess and maintain a valid Wisconsin Driver's license and have access to transportation suitable to complete necessary work out of the office. Salary range $47,482 to $59,353 per year, plus excellent County benefit package and State Retirement.
